The EU ETS Directive aims to reduce greenhouse gas emissions
from European industries by 20% by 2020. The method endorsed by European Member
States is a full auctioning of industrial CO2 emissions. Due to exposure of
chemicals to international competition, the European Commission has agreed
during a transition period to provide with free allowances at the level of
the average of the 10% best installations in the EU.
To become eligible for free emission rights, the industry
is invited to develop benchmarks and demonstrate the level of performance
of EU installations. Development of such a benchmark is thus of importance
for each product sector (one benchmark per product group).
